[SOLVED] Computer acting strangely on booting up but fine after restarting

My computer has been acting very odd over the past week lately. I had a previous thread where it blacked out on off being one of the problems. But yesterday after starting my PC up, it wasn't loading youtube or twitch videos and would not play any sound whatsoever. I have the info on that happening below (was caused by svchost not working), but I went to restart it but it was still running despite windows being down. After a hard reboot, all's good that day. But today, computer seemed fine after starting, but discord was refreshing by itself countless times. But it went away after a reset. But what's been going on with my computer lately? I ran scans through windows defender, malwarebytes, and did an sfc scan in command prompt, and said I had no problems from all of them. I also made sure windows was up to date, and it is. But what exactly is causing all this?

My bios version is American Megatrends Inc. F3, 6/19/2017
Using the URL you've provided and assuming you didn't get the model of the board wrong, you have 13 BIOS updates pending. Gradually work your way to the latest version(I'd ask you to skip BIOS version F51d since it's got the dreaded A.G.E.S.A code 1.2.0.5).

I noticed you have other threads on here and the recent thread you speak of, wasn't responded to with a follow up on your end. Can you please list the specs to your build like so:

Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: include the version(not edition) for your OS(considering this thread was posted in the Windows 10 section)
Monitor:
include the age of the PSU apart from it's make and model. While here, check and see what your BIOS version is at this moment of time for your motherboard. Where did you source the installer for your OS?

My os was provided from my friend who made my PC and gave me the code from windows 10

You also didn't mention the BIOS version at this moment of time. Have you tried borrowing a reliably built PSU with at least 750W of power at the entire system's disposal? 4 years is a long time and it will surely affect how much power it effectively output as it gets older. We're on version 22H2 for the OS though I'm suspecting the BIOS to be your primary source of the problem.

The Ram is from PNY electronics, 8gbf1x08jeee36-12-k
