Can you please confirm if it is a laptop or desktop computer?
If it is a laptop:
> Power it off (if already powered on).
> Unplug it from the power adapter.
> Pull out the battery.
> Press and hold the Power button for 45-60 seconds.
> Put the battery back in.
> Try turning on the laptop this time.
If it is a desktop and is out of warranty:
> Power it off.
> Unplug all the connected power cables and USB peripherals.
> Open its system case cover.
> Pull out the CMOS battery (a round shiny battery that looks identical to the ones used in wrist watches but is a bit bigger in size.).
> Leave the PC alone for 30-45 minutes.
> Connect the power supply and try powering on the PC this time.
