Computer Crashes: Pixelated Screen

Hi, so i was having trouble with my computer, and im not sure if its the OS or the Hardware but my screen turns like this:

and that's not all. sometimes the computer just restarts, just randomly.

Other Info:
not overheating (less than 80 F at all times)
windows 8.1
did memtest, no error found
Build:
Proccesor:AMD A4-6300 Richland Dual-Core 3.7GHz
MOBO: MSI A58M-E33 FM2+ / FM2 AMD A58 (Bolton D2) HDMI Micro ATX AMD Motherboard
RAM: G.SKILL Value 4GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-1600C11S-4GNT

ik its not a good build, but its for my dad, didnt feel like spending over $180

May be check the video driver first try reinstalling. If not then it might me display issue. May be the graphics card needs to be replaced. to verify, try using the onboard graphics card and see if the crash happens. if there is no onboard graphics card then the only way to test would be to replace the existing graphics card.

1)using onboard GPU
2) all drivers r up to date
3) not the display issue
