Computer doesn't turn on properly after CMOS

Hello

My computer doesn't turn on after replacing a CMOs battery unless the jumper is set to clear. My computer doesn't turn on when the jumpers are set to default.

My computer worked fine before the replacement. Can someone help me out?

Is the battery in correctly (generally shiny side up, and clipped into place
