Question Computer freezes when steam launches

for the past week or two my PC has been freezing shortly after startup. after finally figuring how to boot in safe mode(why did they have to change it from just pressing f8 or whatever key to that convoluted way) and disabling all the startup programs I seemed to have fixed it. skip foward to 2 days ago I noticed it was acting wierd again programs would refuse to start and when I looked at the task manager it said the cpu was being used(%56 one time I remember) but all the running programs said %0 cpu usage and task manager would stop responding if I tried to close it, at that point all I could do was restart. after looking at it for a while I realized Steam was causing the problem. if Steam started up within the first minute or so of startup(like if enabled as a startup program) my PC would straight up freeze. but if Steam is started later the problems I noticed 2 days ago would happen.
I've tried reinstalling , and unistalling the installing steam but it didn't seem to do anything. I currently just have it unistalled and not use Steam. Any ideas how to fix this? (note I do put a majority of my games on drives other than my main drive that Steam was installed to in case that is causing some issues)

PC Specs:
OS version: 10.0.25357
CPU: AMD Ryzen 3 3100
GPU
Motherboard: ASUS Prime X570-P
Main Drive: 256GB M.2

Solution
So I found the 1030 in the hand me down PC that gets the old parts when we upgrade this one and now I vaguely remember getting that 970 so I could get H3VR. so put that in here and steam seems to work now but another problem has arisen that is now fullscreen games in general. I'll make a new post for that though as that is more than steam now

How much free space do you have on your SSD, if that's where you're installing the app on...? BIOS version for your motherboard? Out of curiosity, what is the make and model of the PSU and it's age?
Around 40GB free space we always try to keep it a bit of free space on C:
PSU is a Corsair HX 1000W don't know how old it is as we got it used
can't check the BIOS version right now due to my dad running a memtest to see if it's the RAM that's the issue just finished its first of 4 passes as I'm writing this. but since we've never flashed BIOS I'll assume its whatever it came with(bought it around 4 years ago) Dad says he saw a error when did a memory diagnostic and tried removing some sticks but now he thinks it didn't initialize right and that error was false positive

update:
So I was wrong with Boot drive sorry didn't realize they made drives that weren't 2 to the power of X GBs also kind of hard to figure out what you have when you first have to figure out where you got it from
as for the ram memtest is finding errors but not all the time me and dad believe a small part of the ram may be defective or broken
also I apparently was wrong with the GPU as well we tried swapping to a older GPU we had lying around(a Nvidia GeForce GTX 550 TI) and found that it wasn't the GPU I thought but a Zotac GTX 970 4GB I just assumed it was the newest GPU we had that was in there
as for the GPU swap while there was some artifacts(which is not surprising as the 550 TI just over a decade old) Steam did not freeze my PC and was even able to launch a game(although said game was at a crawl)
while my dad still thinks its a software issue I'm starting to think this is a early sign of the GPU going, I was already planning to upgrade the GPU to one that could run KSP2 should I do this sooner than I was originally planning to?
