Question Computer goes from a steady 30-40 ping to 1500 around every 10 seconds (Only computer in the house that does this)

I ran a ping test to google.com to see why my connection in games would always drop randomly and here is the output:

I also ran a test on other computers and their ping was just fine, I'm stumped at this point and any help would be useful.

EDIT: After doing a few more ping tests I figured out that the spike in ping comes every 10 pings which means that it could be a program or something continuously pinging
 
Look in Task Manager and Resource Monitor to determine what all is running and what resources are being used.

May be some buggy program trying to update or simply "phone home".

Network Tab and the graphical charts may be helpful towards identifying some culprit.
