Question Computer goes to sleep instead of restarting

When I try to put my computer to sleep sometimes it restarts instead. This also happens when I try to shut it down. The screen will also flicker on and off when I first turn it on sometimes. I feel like I’ve tried everything at this point. I have reinstalled windows a couple times. I replaced my power supply and it still has issues. I’ve also replaced my boot drive. When I check reliability history it gives me “live kernel event error 144”. Does anyone know how I can possibly fix this?

X470 msi
Amd ryzen 5 3600
2 2tb hdd
16gb ram
Ubit WiFi 6 card
Windows 10
 
Are these commanded shutdowns, or power switch initiated?

Within Power Options/additional power settings, there are options to specify behavior, i.e., an actual shutdown be done when power switch is hit, versus suspend/sleep, etc...

Make sure all chipset drivers installed; there might be 'sleep/suspend' software driver and/or OS interaction issues with some mainboards...

I usually initiate these shutdowns/restarts within windows. I know I have all the buttons set correctly because sometimes it will sleep when I tell it to.
