Computer in the office keeps acting up

I work on computers at my university and I am having a strange issue with one computer. It keeps scrolling through windows like Email and documents and keeps clicking through the different tabs. To me it looks like someone has remoted into the computer but it is not really doing anything. I ran virus scans and killed several nasty programs but the issue keeps coming back. Any thought on what I should do? One of my Coworkers suggested unplugging the keyboard but that did not work.

Format it. especially if there were nasty programs on it.
