Hi I have been having an issue recently with my computer seemingly struggling to process my mouse moving over things with audio coming from a background source. In an example I have here:

, I have a (very annoying) tone being played by a Discord bot to demonstrate the audio issue I have. This crackling sound happens whenever I first hover over links in Chrome, When I am moving a window of any application around on my screen (which seems laggy and stuttery as well), or when opening and using an application( Especially Windows File Explorer).

I have tried a fresh install of Windows, fresh installs of drivers for audio, fresh installs of Chrome, and The good ol' off and on again trick a dozen times. It seems to fix then quickly get worse after rebooting. Any help at all would be greatly appreciated, let me know if you need any information.
