Computer Missing userinit.exe and a few other things **URGANT**

My computer isn't working properly. When I start it I just get bombard by error messages saying something is missing. One thing is that I can't run programs like Avast because it's complaining about a missing DLL. I don't know what to do at this point. The first thing it says it's missing is userinit.exe. Is this common? How can I fix this?

UPDATE:

I ran SFC /Scannow and it did not find anything wrong. Nothing's missing, but the error still exists.
