[SOLVED] Computer no longer has safe mode, recovery and repair options no longer seem to exist

I first noticed that something was wrong with my PC when it would no longer sleep or shut down.

I fixed this by disabling fast boot. However, when I went to try to go to safe mode to update my GPU driver, it wouldn't work. It did a normal restart. Then, I tried to enable safe mode from msconfig. It behaved as though the box for safe mode was disabled.

Searching around for solutions, I tried to roll back the latest windows update. This did nothing. The bootrec command on elevated command prompt returns "The boot configuration data store can not be opened. The requested system device cannot be found. "

What is going on here? Anyone know how to help?

Thank you for the reply. I followed all the steps but as far as I can tell nothing is changed. When I tried to run bootrec, it said the program does not exist which is alarming. I tried running it from the windows repair tool but it said access was denied, presumably because it was running it on the USB drive the repair tool was on, and not my OS.

I fixed the issue by going to my motherboard and changing my UEFI boot to a Legacy/"normal" Boot. I don't know why this was suddenly necessary for my computer to boot into safe mode, but it worked.
