Question Computer not detecting GPU hardware

I recently decided to upgrade my PC due to poor performance, as it was getting near 7 years old. Originally, I ran: Gigabyte z170x-gaming 5 mobo, Geforce GTX 1050 ti, and an Intel 6th gen Core i7 6700K 4.00 GHz with a CoolerMaster Hyper212 Evo on Windows 10 64bit. I decided to take it step by step, and started by bumping my GPU up to an AMD rx6700xt. It worked perfectly fine (running Display Port cable). However, I then decided to upgrade my CPU as well, and due to compatibility issues, I had to upgrade the mobo along with it.

I chose the new Core Ultra 7 265k, mostly due to its low power draw so that I didn't need to upgrade my power supply as well. It was paired with an ASUS TUF z890 plus wifi, and two sticks of Corsair Vengeance RAM (16 gb each). After installing all the new parts and ensuring compatibility, I booted it up. However, upon actually using it, I was met with terrible resolution (720p compared to my normal 1080) and incredibly low framerate. I opened device and task managers, and discovered my GPU was not being used at all. It was powered correctly, as the LEDs were lighting up and fans were running. Aside from not recognizing the fact that there was a GPU in the computer, it ran fine. However, it ONLY ran when the DP cable was plugged into the mobo. If I plugged it into the GPU, my monitor wouldn't even detect a DP signal.

I tried fixing the issue more ways than I can count. I first tried using DDU to uninstall my old drivers, then reinstalling them. Upon the reinstalling step, however, I was consistently met with "Error 173 - No AMD hardware detected." I tried with nearly every single driver download link I could find, and none worked. I then searched up motherboard drivers (which I've never heard of and never had to install before) and couldn't find anything reliable. After this, I installed the latest BIOS, and still nothing worked. I reinstalled Windows (saving old files), and still neither the device manager nor my computer itself could detect a GPU. I switched back to my old GPU (the 1050) and was met with the exact same problem. This time, however, it would still "work" when the DP cable was plugged into the GPU; however it still wouldn't detect any GPU hardware. Upon trying to install Nvidia drivers, I was consistently getting error messages still (even after wiping everything with DDU once more). With my old GPU in, I tried resetting Windows again to no avail.

I then decided it might be an issue with my new mobo, and as there was no space to fit either GPU into the secondary PCIe slot, I switched everything back to my old mobo, the exact way it was before with my 6700xt. Even then, my computer and device manager could not detect any AMD hardware, though nothing had changed and it had worked a day ago. I fully reinstalled Windows (wiping all previous files) and tried all the BIOS solutions again. Thus far nothing has worked, and my GPU is still a ghost. As before, the monitor only turned on when the DP cable was plugged into the mobo and not the GPU itself.

What might be the issue here? Is it a software or hardware issue? I've tried every solution I can find, and contacted both ASUS and AMD. Neither were helpful. If it's a hardware issue, I find it hard to believe that both my new and old GPUs spontaneously broke in the same fashion. I've ran through every combination of mobo and GPU, and nothing works.

Runs only when DP cable plugged into mobo and not GPU in both cases. Switched back to old mobo, everything the exact same as when it worked a day ago, and same problem. Tried reinstalls again, nothing worked.
