Computer not working please help

Okay so my computer turns on but the one system fan I have doesn't spin and nothing comes up on my monitor also my computerdoesny beep once as it used to on startup. I have taken my computer apart and reassembled it. I tried to take out components 1 by 1 to see if the beep codes happen still nothing. I took everything out such as the ram gpu cd drive and hard drive. With all those components detached I have noticed that my psu fan an my CPU fan start spinning then stop then repeat in a infinite loop. Still no-beeps. So I tested the system fan on another computer and it works I tried putting a different system fan into this system it does work. So it's either a psu issue which it shouldn't be as I just purchased it and my gpu fans spin an my CPU fan spin so power is working so would it be the motherboard that is dead. Yes I have gone through toms hardware guide thingo it there was some steps I couldn't complete cuz I didn't have the equipment. I'm pretty sure it's the motherboard and if anyone can help me with this issue that would be great

Okay stop right here. At this point the 'System Fan' working or NOT working isn't a issue or concern. Based on what your saying here the most likely issues are

1) PSU (new or not) isn't working FULLY (not fully powering items)
2) Mobo is fried (as you get no beep codes with hardware out).

You CAN unplug the PSU from...

Okay stop right here. At this point the 'System Fan' working or NOT working isn't a issue or concern. Based on what your saying here the most likely issues are

1) PSU (new or not) isn't working FULLY (not fully powering items)
2) Mobo is fried (as you get no beep codes with hardware out).

You CAN unplug the PSU from wall, remove the Mobo Battery 'watch' from the mobo, wait 15 minutes (no sooner), plug watch then power back in and boot it without CPU/RAM etc. installed to 'force' error. This would demonstrate that any BIOS issues were reset back to factory. IF it still doesn't error, then the FIRST thing I would swap out was the PSU. If it still fails then most likely the Mobo (always a potential there is a SHORT in the 'case' causing this too, have had that experiance).

When doing your testing do it 'BREAD BOARD'. Physically strip down the entire computer. Place Mobo bare naked (nothing installed) on piece of wood / the mobo cardboard box it came in. Plug in ONLY the PSU TO the Mobo, not the case, plug in case switch to Mobo. Test to force beep error code. If it can do it this way BUT not when MOUNTED, then there is a 'short' being caused somewhere when 'mounted' in the case.
