Computer Randomly Restarts

Sorry if this is in the wrong place, but there is no help section.

I'm having a really big issue with my computer. It will restart randomly regardless of the load. I could be idle, browsing the internet, playing a game, it doesn't matter. Sometimes it boots windows before it restarts other times it restarts before loading windows. It even restarts in safe mode.

Things I've Tried:

-Turning off Restart Automatically After System Failure. I still don't get BSODs and no new error dumps since two days ago. For reference, the last error I got was a 0xa IRQL_NOT_LESS_THAN_OR_EQUAL_TO.

-Replacing every part in the computer except for the memory, but I ran it in a different system with no problems.

-Monitoring all temperatures, everything is running below 40c

-Flashing main bios with backup bios (Even restarted during that, had to do it twice)

-Running the computer outside of the case.

- Reinstalling windows 8

I'm seriously at my wits end here. I've searched around everywhere and no one seems to have the same problem as me as none of their solutions have worked.

Any help is appreciated.

Motherboard: Gigabyte z87x-ud4h
Processor: Intel i5 4670k with standard cooler
Graphics Card: HIS 7950 IceQ Turbo
Memory: Crucial Ballistix 8GB (two sticks)
Samsung 840 PRO Series 128gb SSD
Western Digital 1TB HDD
Power Supply: Corsair AX 750W Gold

Still not really sure what to do though. All of those parts are new. I've already replaced them. It seems to be running more stably now. I can game on it without it shutting down as often, but its still only clocked at 3.0GHz. I turn the ram clock to 1600 from 1330 it was at before. The ram I'm using is rated at 1600.
 
I do have some new information.

I was looking around the in BIOS and I noticed when I set the cpu multiplier to 34 which is default, and restart the computer and boot back into BIOS, it shows the speed at 3.8GHz. but when I reduce the multiple to anything below 34, it shows the correct timings.

Then when I tried it again and set the multiplier back to 34, it started running at 3.59Ghz and reporting the clock ratio as being 36, even though it was set to 34.

do you know anything that would cause this?
 
I already had the latest bios from Gigabyte, but I went ahead and re-flashed just to make sure they weren't bad or anything. I considered reverting to an older one, but according to Gigabyte's website, the last version didn't have support for the processor I'm using.

So in order to solve the clocking issue, I turned off the Intel turbo setting in the BIOS and now setting the clock to 3.4GHz actually shows a clock speed of 3.4GHz but the computer still restarts more often when I set the clock 3.4GHz
