Question Computer restarts every time you turn it off

I've had this problem ever since I've built this pc with no solution ever found. The computer will automatically restart after I shut it down. I've had to resort to switching off the psu's on/off switch at the back after each shut down. I know that it isn't a psu problem, I got the psu replaced and it still persists. I've turned off Lan's power to wake pc, and tried many more fixes but none of them have worked.
It also occurs not only on proper shut downs but on pc crashes(before replacing the psu, the pc would crash during heave games, and the computer would restart)


Yo I got update that might be a clue to the problem. I was researching more solutions and I found out that if I properly click the turn off button and then physically hold on the off button on the case, then the computer will stay powered off and not turn back on. Unfortunately I don't think that's healthy, does anyone know what this could mean is the problem?
 
When you press and hold the power button, the PC shuts down hard.
No open apps are properly closed.
On a normal shut down, windows is still capable of waking the system to check for updates.

Instead of powering off consider sleep to ram. No hibernate.
That puts the pc and monitor into a very low power state close to power off.
Sleep and wake take only seconds.

Hi thanks for the reply, Unfortunately I gotta say sleeping does not work either. It does the same thing it does when you try and turn it off, automatically power back up after a couple of seconds
