Question Computer screen gone abnormal and pc not starting

I was watching anime in chrome on my pc and i was using my phone with it paused. Suddenly i notice my screen is gone like a damaged tv monitor and no key was working. I restarted my pc with the restart button and it was starting with the same damaged screen and restarting on its own. Then once it got to a blue screen with three options: continue to windows 8.1/ troubleshoot pc / turn off. I thought it was just a glitch maybe and selected continue to windows 8.1. But it went to the same screen and keeps restarting. That repairing option is even gone now. Now it just keeps restarting with the jinxed screen. What maybe the cause and how can i solve this?

Its an old household pc with i7 8th gen, 8gb of ram, gigabyte mobo with no gpu and i dont play any games or graphical work on it. The videos are included on the attachment...

Temp was normal like 45/46 and its hot here. I cant see anything on bios as the screen is like that

Now it doesn't go to any screen. It just keeps restarting. Can't even go to bios. Just start, stop and restart, no screen.

if not, take it to a shop
