Computer shutting down during games

so i have had my computer for over 2 years now, upgrading some of the components during this time.
my question is in 2 parts.
Since about 2 months or so, when i shut down my pc and try to start it up again, it wont turn on. the lights and fans boot up but my screen stays in power saving mode, i have tried different monitors but i keep having the same problem. i have to wait a while (30 mins or so) before i can try the power button and my pc wil successfully boot. this was fine at first, a bit annoying when i shut down my pc for dinner and it wont boot when i come back but no major problems.
the second part is that since a week or so my pc will randomly shut down when im playing a game, this does get annoying because the pc will try to start up again but will fail to boot because of the problem mentioned before.
i went to search online for causes to this problem, one of those was not enough wattage on my psu, but according to pc partpicker i have more than enough:

therefore i am now wondering if there are some other things which may cause either of these problems, like a faulty psu or overheating.

HWMonitor doesn't save any temps, but it will show the low and high temps between the times the program was open. Since you have a second monitor I would definitely run it on your #2 while you are doing whatever on the main. Yes if you did just recently change your cooler it could definitely be an installation or thermal paste issue. There is also the chance that you didn't take the plastic sticker off of the bottom of the cooler before installing, everybody has done that at least once, I know I have.

My first thought is power supply, yes you should have a large enough one, but it could be failing. The second thought I had was heat, have you ever monitored your temps while gaming with a program like CPUID HWMonitor? I would check your temps first since it is easiest, then look hard at your power supply.

i will run a test tonight with hw monitor open on my second display, is there any way for it to measure the max temps from before my pc shutdown? i recently installed the new cooler on my cpu, maybe thats not installed correctly or the thermal paste is not applied properly?

so i reapplied the thermal paste and reseated my cpu and cpu cooler, but still the power on problem persists, is this the time to start looking for a replacement for my current cpu?
