Computer shutting down/restarting/monitor going black with GPU fan on max

My Specs:

CPU: AMD - Ryzen 5 1600 3.26GHz 6-Core Processor

CPU Cooler: Stock fan

Mobo: MSI - B350 Tomahawk ATX AM4 Mobo

Memory: G.Skill - Ripjaws V Series 16GB (2x 8GB) DDR4- 3000 Memory

Storage: Western Digital - Blue 250GB 2.5" SSD

Western Digital - Caviar Blue 1 TB 3.5" 7200RPM Internal Hard Drive

GPU: Zotac Geforce GTX 1070 8GB mini Video Card

Case: Corsair 100R ATX mid Tower case

PSU: Corsair - CSM 550W 80+ Gold Certified Semi-Modular ATX Power supply.

Things tried
-uninstalling GPU and reinstalling
-changing PCIe slot/making sure card is secured in PCIe slot and cables are secure
-opening up MSI afterburner and changing the voltage to constant
-checking temps: GPU never goes above 73 and CPU is never above 65
-putting the GPU fan speed on max (this seemed to make it crash faster)
-trying different outlets around my apartment to see if it isn't getting enough juice by any chance.

I didn't have any issues for the past 2 to 3 months of using this computer. Furthermore, I seemingly fixed this problem about a month ago by using DDU to uninstall the drivers and reinstall them. However, the problem came back recently and even using DDU to uninstall the drivers doesn't seem to fix the problem now.

I recently tried to switch the PCIe slot for my card to see if it would fix anything. When I tried to turn my computer on, the screen immediately went black and the fan went max (as usual). However, this time I was unable to turn the power off by holding the power button. I tried to cut the power by flipping the switch on the back on and off, but it came back on almost immediately. I then flipped the switch back off and waited about a minute or two only to find that computer wouldn't fully boot (only the motherboard light would come on and no fans were spinning) for about 3 minutes or so.

NOTE: I receive the BSOD message or any errors when this occurs. In fact, sometimes the computer will restart without making any noise as if I had just told it to restart.

the problem used to be very inconsistent; I could play for 3 hours at times with no issue. Now it happens after almost 20 minutes of playing a graphically intense game (XCOM2) or 2 hours of playing a non-graphically intense game (Heroes of the storm)

The problem also seems to immediately occur (now) when I reinstall the latest driver for my card.

Brother as your GTX 1070 require minimum 500 W PSU and you already have a PSU of 500 W.I think your PC is Overload with all your system component . I recommended you to buy a new PSU of around 700 W.Because a low PSU also damage your PC.

I see. Weird, PCpartpicker said it only went up to 382 W =/. Thx for the feedback. At least I know what I need to fix now
