Computer stuck at spash screen?

I built my computer today, and it was working great until I restarted it. For some reason, the computer won't boot if I have my external USB hub plugged in. It just sticks at the splash screen. I've already tried setting Legacy USB to off. What else could I do? If it's not fixable, it's fine, it's just kind of inconvenient for me to unplug it and plug it back in after every reset.

The BIOS splash screen? first thing you should do is turn that off so you can see what's actually hapoening
