Computer VR temp maximum and freezing

Hello i just got a new pc with a gforce 580 from someone and im having problem with VR temperature. My computer froze 3 time in 4 day. I can see my 12 volt is going as low as 10.0 sometime and VR temp goes up to 75C sometime when i play games. I got 4 ventilator but only 2 are running, im wondering what i could do to solve this problem. Thank you very much for the help.

Oh, my...

Sounds like a major issue. There could be many things going wrong:

The voltage sink may be bad electronics in your PSU
The overheating GPU may be caused by power mismanagement
Ventilators not working may mean a bad power deliverance...no circuit is working.

I would recommend you have the PSU tested to see if it is working correctly. If not, check the BIOS to see if everything is pre-set correctly. Finally, have your GPU seated and cleaned to make sure there is optimal airflow. I have a hunch that the card is also overclocked incorrectly...that may be another issue.
 
Thanks for the fast anwser, is that normal to have voltage sink on the 12V when i play a game or its suposed to not move like others? my VR goes up to 70C and stop i made a mistake about the 75, so that may be not so bad? How do i have my psu tested? Computer did not freeze today and i played for 10 hours diablo 3, but im still having warning from intel desktop utilities about volt... The guy who sold me the pc told me the 2 last ventolators almost never work because its not suposed to be needed... i dont know what to do im not rly good with computer 🙁 thanks for anwser
