Question Computer will not boot at all

My grandpa has an old late 2000's amd athlon computer. Apparently it has been broken for a while and refuses to show any post screen or any boot menu. The computer's fans still spin and the cd drives still open and close, but the hard drive is completely dead. I have tried replacing the cmos battery hoping it would do something (the old battery was completely dead) and it did nothing. I have not tried shorting out the battery terminals with a coin yet though. The computer does not show anything on a monitor, not even a command line. I have not tried the psu to see if it is supplying too much voltage, so i don't know if the motherboard is fried. I don't know the exact model of the cpu or motherboard, but I can probably check the motherboard tomorrow. Any help will be great because I currently have no idea what to do.
 
it only came with one ram stick and I already tried swapping slots and removing it altogether, but that did nothing. And yes I did make sure to put the cmos battery in the right way and use the jumper pins to reset the bios but nothing happened. But I forget to actually unplug the broken hard drive and see if that was causing it to be unable to post. Also, I don't think the cd drives would be the issue because they are completely empty, but I'll try it just in case.
