This system is connected to a Samsung 40" LED HDTV - UN40C6300SF.

After upgrading from a Radeon HD 5770 to the 7850, the system began to exhibit this behavior. The computer will respond momentarily when the power button on the front panel is pushed. There will not be any post 'beep', and one of two things will happen: the machine will power off, or it will sit there and not boot -- fans going, but nothing else happening. If I unplug the HDMI cable that runs from the desktop computer from the TV, the computer will then boot. I can then plug the HDMI cable in and all is fine.

I have been hesitant to get another PSU as the cable trick works and the computer works fine otherwise. I have cleared CMOS multiple times.

Any suggestions?

Hrmm... Well, it seems that unplugging the HDMI cable will allow the machine to boot every time. I can then plug in the cable and everything is good. Not the best solution, but it will work for me.
