Computer won't boot, not even into BIOS but kinda starts

Out of the blue about 2 weeks ago my computer would stop booting into BIOS completely. The system fans would start up, LEDs would turn on, but there was no reassuring "beep" signifying a boot and my screen would remain black. I took my computer into a shop to get it diagnosed, pretty quickly the guy called me back and said it was a problem with my motherboard. I was anticipating on upgrading to an am4 processor and thusly needing a new mobo anyways. I ordered a new mobo, cpu, and ram. I installed them all and I'm still getting the same problem. This leaves the problem being the PSU, the GPU, or hard drive. My PSU is a 500w brozne EVGA power supply, my gpu is an msi r9 380. I want to know what's causing the problem and if there's a way I can fix it or if I'll just have to buy replacements.
 


Well the guy didn't charge me since he just said what he thought was wrong and didn't truly fix anything, I'll keep the new parts since I was planning on upgrading but what I'm wondering is what the problem is, I'm taking it back into the shop tomorrow but was wondering if anyone had some insight before I head back.

edit: Just to clarify the computer still won't boot into bios but the fans do start spinning and everything is on in the computer from what I can tell.
