Computer wont read my gtx 1070 card

Hello, i built my pc, and the 2 fans on my msi 1070 wont spin, also my computer says its usig a Microsoft basic graphics card. The drivers are installed for the msi 1070 graphics card. I need help making the computer realize that theres a msi 1070 in it.

The fans mean nothing they don't spin when not needed. Is your monitor plugged into the 1070 or the motherboard?

It is plugged into the graphics card...also steam vr says not ready even though I have vr ready parts
