Computer worked fine, in transit jumpers fell out, now wont work

Computer worked fine, but jumper cables were loose and fell out during transit to the persons house that i built it for.

i explained we needed to reconnect them so over the phone had the guy place the pins in the appropriate place. I sent diagrams and he ensured me he triple checked everything. We tried to start with just the power switch but no go.

As we added back the others, we saw now that the power led lit up as soon as the power cable was provided to the machine, along with the motherboard lights (which worked even before we tried to reinsert the jfp1? jumpers)

Throughout any of this, he told me he didn't hear or see any fans spin or any other indication that the computer was "powering up".

So the problem is everything worked fine for days here, all he did was move the computer, the jumpers came loose and are now replaced, but power led is lit statically from the moment its provided power and the power switch does not "do anything". We tried putting a screwdriver to the power switch pins to negate a fault power switch but it still won't boot.

No signal is sent to the monitor, no fans spin.

I feel like I've had this issue myself with an almost identical build and got around it by plugging/unplugging the power, trying to hit the power button, and unplugging it waiting, trying again, once i got it to boot once it was fine from then on out (my pc).

So now were stuck. I built this, it worked, jumps fell out, jumpers were put back in, but no go.

I asked him to ensure all other cables were connected and snug, we tried removing and reseating ram, still no go. no fans, no boot, no output to display.

I am at a loss at this point. Frustrating to build a computer for someone who lives many hours away and has no experience ever working in a computer. Trying to make this work again.

Can you give me the exact model number of that EVGA PSU? Also, it is possible the board could've been damaged during shipment, but that's highly unlikely. The jumpers have nothing to do with the motherboard LEDs at all. They are capable of illumination as long as the board itself is receiving power. Just to confirm, did the pins THEMSELVES break, or did the cables simply fall out (you first say the cables fell lose, then say that the guy placed the pins back)? Did you have him check for any bent pins on the header at all?

EVGA 450 BT, 80+ Bronze 450W not sure of the exact model but i assume it's 100-BT-0450-K1. Worked fine for me the past few days and I don't see any reason it would randomly break.

Yeah I told him to be very careful, and I placed the tower securely in his vehicle for him to drive home. No reason anything should have randomly broken, but obviously anything is possible. Trying to assume nothing randomly decided to explode and assume things still work 3 hours later after working fine here.

Yeah I had him check to ensure nothing was broken or loose or anything not perfect/normal, across the board and all wires and components.
Those jumpers have no "lock" to them and are barely held in place, so they came loose during movement. I mean they came loose just being moved in my house from the desk to floor at one point, so I was aware they could come out in transit. I had him follow the diagram and triple, at the least, check everything to ensure they were plugged in correctly. Like I said not even shorting the power button pins would cause it to start.
