Greetings, I've been having an issue with my PC and only now have I come to the point where my frustration has overcome my natural instincts as a man to never ask for help.
I'll put this plainly, my tower, running Windows 8, is downloading and uploading at about half of the speed at which it's supposed to be. At first I just chalked it up to being so far out from my ISP that it just couldn't go any faster; but after doing some tests on my laptop, I no longer believe this is true.
The laptop, running Windows 7, runs as perfectly as a six year old laptop with a bad battery can with connection speeds that move like lightning compared to my tower. I've done plenty of research online and have done just about everything I can: updating drivers, turning the router, modem, and PC on and off again, fiddled with the cables, scanned my computer for malware, and going into my router to check the settings. All of this, and nothing works at all.
I'm honestly stumped about what the problem is and have grown desperate. The only thing I haven't tried is replacing my network adapters but I hope that's not the problem since both the WiFi and Ethernet are mind-numbingly slow. Anything you guys could do to help me out would be much appreciated!

Network Adapters: Intel 82579LM Gigabit Ethernet Connection - Qualcomm Atheros AR5BWB222 Wireless Adapter.
