I plan on buying a dual core 2 2.4ghz which i think runs at a fsb of 1066.
Am i right in thinking that if i buy PC8500 rated RAM(1066Mhz) then my system will run it at that speed without any overclocking?

it is possible for the ram to be run at 1066mhz however, the motherboard must support it, buying ram that fast will cost a lot and are not guaranteed to work at full speed, check with the motherboard manual/website to see if it can run rams at the speed you want.

Unless you plan on overclocking, PC4300 will run 1:1, and will be sufficient. One advantage to some of the high-end RAM(PC6400+) is that you can run it at 533MHZ and very tight timings(3-3-3- 8 or better). But the extra cost of high-end RAM isn't really worth it on a C2D system. :)
