Console emulation machine

Hi! I have always been a long time console gamer, along side loving my pc. I have recently started searching for the best way to emulate game consoles (up to PS2, GCN preferably, but not required). I have been looking over tablets, chromebooks, other netbooks, laptops, etc. I want something that is very portable. If I have to use a controller I would prefer that it be a netbook or laptop of somekind.

A couple of the devices that I have been looking at recently:
-JXD S7300C gaming tablet
-Nexus 9
-Shield portable/tablet
-various windows based laptops/netbooks by asus, lenovo, and hp


I would like to be as powerful as possible for under $450-$500. I do have a steam library and part of me would like to get gaming laptop as well, but honestly I can not afford one, unless I get a Cyberpower laptop with a GTX 860M graphics card, but they run about $1000.

Anyway what would you guys recommend?

I know of the emulator. My main question was what device would be best for emulation. I have a Nvidia Shield tablet, and I am building a emulation pc now with an a8 7600 apu in the smallest case I could find
