Question Constant lag spikes ?

hello i just got a new graphics card and now on many games my pc is under performing with lag spikes in game and being slow in general while my fps average high and dosent really drop.
the specs that i got are:

motherboard: gigabyte B550M DS3H Micro ATX
cpu: Ryzen 5 5600X
gpu: gigabyte geforce rtx 4060 8 gb
ram: corsair vengeance lpx 16 gb ddr4
PSU: be quiet system power 9 700 W 80 plus bronze
and i have 2 ssds 1 M2 and 1 SATA + one SATA HDD

BTW its not an overheating issue because CPU temp is 50 while gaming and GPU temp is 55 while gaming.
please help i cant handle this any more.

How old is the PSU in your build and what did it power during it's tenure in said build?

Got a link to said ram kit? If it has X.M.P on it, is it enabled in BIOS?

Might want to list the make and models for them, for us.

Use DDU to remove all GPU drivers in Safe Mode, then manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

My old gpu was a ge force 1650 ti

How old is the PSU in your build and what did it power during it's tenure in said build?
i got my psu for around 4 years and it powered everything i mentioned up there but instead of the 4060 i had a 1650 instead of a ryzen 5 5600X i had a ryzen 5 3400G and instead of the b550M i had an asrock steel legend b450m

No, i havent enabled xmp at the moment but i did use it once for a day or something and i didnt see any difference

I cant find the hdd model, just a regular 500 gb sata hdd i guess​
