Constant stuttering in games making them unplayable - tried everything to fix.

Hey guys I really need your help because I've tried everythinggggggggg.

So I have had this issue for a while now that comes and goes and recently just WILL NOT go away. If you see the video link posted below you will see what is happening - however it is much worse than shown because the recording software (nvidia instant replay) cuts out some of the stuttering, the freezes actually last a lot longer as you can tell by looking at the timer on the right below the map.

This issue began a couple months ago and its recurring. I bought my PC brand new in October last year and its still under warranty.

Examples of what happens in games when my computer is behaving like this;
Heroes of the Storm: Freezing every so often for at least 1 minute, causes me to disconnect then reconnect to the gasmes
CSGO: Low and unstable FPS
Fortnite: Unplayable

I have no idea how to recreate the issue, it seems very random. It's like gambling each day when I go to use my PC.

Previously some of the ways of fixing it have been to reinstall the drivers, restart the computer, run stress tests then try again and turning OFF the overclock on my CPU fixed it once. But today I just cannot seem to fix it. I cannot even tell if it is an issue related with the CPU, GPU, or maybe even the SSD (though I did move Fortnite from my HDD to my SSD and saw no improvement).

I just tried overclocking my GPU and it did not do anything, same issue. Have reinstalled the graphics drivers three times today.

Your specs link doesnt work. But i have a funny idea, check if your cpu cooler is attached properly? How are your temps? Maybe ure throttling.
I had this funny problem with my girls pc, she dropped it when she was drunk while moving away from my place (or was it when she was moving back in idk) and when running a game it would start to lag REAL FAST! Tried bunch of stuff wasn't understanding why it was happening, then installed monitoring software and saw cpu at 100*C! Opened the case checked the cooler and yup, one of its legs had pulled off a bit from the impact and it wasn't really hugging the cpu... i just clicked it back in and everything went to normal again.
