Continued electric discharge over cabinet's metal body

I've recently bought a system with gigabyte b250m-d2v motherboard, corsair 450vs PSU, corsair 100r cabinet, I3 7100 processor. Initially when i assembled it, there was no earthing done for the house, and i felt electrical discharge over the metal case. Now even after earthing, there is electrical discharge. Although when i check on the earth line in the wall socket, there is no discharge. What should i do to solve this issue. What will happen if i continue using the system without solving it?
 
Solution
Get it fixed. I had the same thing years ago.

I touched the case it gave me a little shock. It didnt affect the CPU (well I replaced it under warranty).

But the other appliances that were connected to the same wiring / circuit / whatever got fried ( a stereo, the fridge, the washing machine)

None of them were plugged into the same power point as the computer
