So! Question for you guys I just bought the cooler master 212 evo and paired it with my AMD Athlon x4 processor and it runs at 80 degrees just in bios! The fan always spins at max RPM and yes I have re-seated it multiple times. Everything seems to be working including the fan just it seems to not be dissipating the heat very well. What could be the problem?

BTW! When I use the stock cooler my CPU runs at 35 degrees celsius in BIOS.
 
Solution
The chip should not be that hot even if the fan was the wrong way around. The most likely issue is an error in mounting the cooler. Make sure it is correctly seated, every time you seat it you need to reapply the thermal paste.

Can you attach some pictures, are you applying thermal paste correctly?

An outside chance of the heatsink being damaged but it is far more likely that it is mounted incorrectly.
