Core Speed Stabilize

Hello I have a amd fx-8320 3.5 but the core speed is sitting around 1399 - 2800 mhz how would i get it to stay at 3500? its 4 ghz turbo not looking to really overclock as i dont have the proper cooling yet

turn off power now in the bios it is a power saving feature
