[SOLVED] Corsair HX650 Gold Unable to power 2070 Super

I recently upgraded from a 1070 to a 2070 super. The 2070 Super recommends a 650 watt power supply which I have but when I power on my computer I get the message "Please power down and connect PCI-e power connectors to the graphics card". I plugged the GPU into a system with a 750W PSU and it worked fine so I know the card is good. I have also checked both the 8-pin and the 6+2 pin connectors on my existing 1070 and my girlfriend's 1060 without issue. The rest of my build is as follows.
Motherboard: Asus ROG Strix Z370-E
CPU: i7 8700K @ 4.8 GHZ
Cooler: Noctua NH-D15
RAM: 2x 8GB of DDR4-3000
Storage: 1x 500GB SSD and 1X 1TB SSD
Case fans: One front intake and one rear outtake

I have not seen any signs of my PSU throttling under power load or even being particularly loud. I simply cannot figure out why the 2070 Super cannot be powered. Any help is much appreciated I am at my wit's end.
 
An HX650 will not have trouble powering a 2070 Super. Since you used a different system, have you tried the HX650 with a different card, or made sure that everything was plugged in correctly (including the PCIe power connectors)?
Yes both my original 1070 and my girlfriends 1060 work. The only difference is those cards only use an 8 pin and 6 pin respectively so I don't have another card that required 8 pin AND 6 pin. I have reseated the card multiple times and have made sure all connections were plugged in properly.
