Corsair TX650W V2 Fans not spinning

When i turn on the computer, the psu fan will spin for 5 seconds then stop and it wont turn back on. Ive been up to 50C on 4 cores and the psu fan still wont spin. Is this normal or do i have a broken psu?

Found this by a guy from Corsair:

The latest version of our PSU's CP-9020038-NA will indeed support fan-less operation under low load situations so that would be normal. But the fan should start to spin up at about 30%+ Load. You can run furmark on your system and see if the fan on the PSU starts to spin once its under a load.
