Corsair vs-450W for Hd 7770 and Phenom x4 970?

How much is the actual output of corsair vs-450W psu? and will it run HD 7770 OC version(From Gigabyte) and Phenom ii x4 970 which consumes 125 W ??
And why is the actual wattage supply less than what they claim(all psu's).
Does the HD 7770 and phenom 970 Consume all the 450W and 125W ??
Confused.

My current psu (No name) of 400W is running My HD 6670(about to upgrade to hd 7770) and Core2duo 8400 w/o any probelms.

I have this Phenom ii x970 and the new motherboard lying on the table beside me waiting to be installed.But the low grade psu is what is stopping me from installing those components LoL. thinking of buying CORSAIR VS-450.would that be safe?
 
The Corsair VX450 can deliver 33a on the +12v rail.
It is a decent quality unit and should be plenty for your plans.

A cheap psu will advertise total wattage, lots of it on the cheaper 3.3 and 5v outputs where it is not needed.
The wattage may be measured as peak, not continuous.
It may be measured at room temperature 20c, not at the 40c found when installed in a case.
Look on the data plate of your psu to see what it is capable of. The maximum +12v output should be measured in amps, or watts(then divide by 12 to get amps)

A psu will use only the wattage demanded of it, regardless of it's maximum capability.
Normally, a cpu and normal peripherals will use only about 100-150w exclusive of the graphics card
