i have a core 2 quad q6600 2.4,
pny nvidia gtx460 1 gig on board,
4 gigs memory( not sure about ddr3 or ddr 5). Im really just wanting to make maps in the editor. I'm playing fc4 on ps3 now and it looks really bad. I'm not smart with computers, so i don't know how to overclock... and i don't know what bottlenecking is. would this setup possibly run on just low settings? thanks for any help in advance.

Solution
You'll be able to run it on that hardware, yes, and possibly even at decent detail settings judging by what some people have achieved.

Software is another matter - you need a 64-bit version of Windows. If you're not sure which you have, right-click on My Computer, select properties and see what it says. If you're running in 32-bit you won't be able to run FC4.

Solution
You'll be fine, if you search on youtube you can find gameplay of GTX 460 + Far Cry 4.

If your using a lower resolution monitor (<1080p), you'll be gaining even more frame with the potential of upping the settings.
