[SOLVED] Could my reboot loop be due to the motherboard?

Specs:

CPU: 2600x

Cooler: U12s Noctua

Mobo: MSI B450 Tomahawk

GPU: 2060 Zotac

RAM: 2x8gb Corsair Vengeance 3200mhz
PSU: Corsair TX 750m

Booted up my PC which I've had around a year this morning to find it restarting as i reached the windows login. It will continue to do this and half the time fail to even reach this far. I cannot enter safe mode without it restarting before or during trying to do so and i cannot use a USB to install windows again as it continues to do the same thing. I have noticed on some occasions it will reboot but not post and the red light for CPU will light up on the mobo on restarting however this will be removed. I can however use the BIOS, which i also updated to the latest.

I have done the following:

- Reseated CPU Cooler

- Switched GPU

- Switched PSU

- Reseated Ram

- Removed and reseated cmos battery

- Using only 1 ram stick

- BIOS Updated
