Question Could RAM be causing this stutter?

Whenever I play a game like Overwatch/PUBG/CSGO, I get stutters. They aren't that bad, but if they happen at the wrong time, they can make gameplay miserable. It is just a microstutter every few seconds. Could this be caused by RAM that isn't the same that the board is spec'd for? Here is my PC from PC part picker, you will notice it has a comment about ram being higher voltage than recommended for CPU:

Please help I've had issues with stuttering on this computer for a long time. Never seem to get around to fixing it though.
