Counter-Strike Global Offensive lag problem

Hello my cs go goes like 60 fps and when i see enemy it goes like 30-40 fps.... I updated gpu drivers,i unparked cores,and my game still lag,i noticed that when i type net_graph 1 in console sv and var go yellow or even red...What should i do?
My specs:
Amd Athlon x4 860K 3.7ghz
NVIDIA GT 730 4gb DDR3
8gb ram

I would suggest turning down the setting in game and seeing if that improves FPS

Its exactly same problem,same fps.

The GT730 is kind of low end. Maybe get a 1050 or 1050ti. The 1050ti is a great transition card for when you upgrade the CPU.

Yeah,thanks for suggestion,but i bought this pc a month ago and i paid 400 euros for it,i live in poor country and i won't wasting that much money for gpu.

I see well you could try freeing up RAM and CPU by shuting down services with blackvipers safe desktop settings. Pick your OS and shutdown a few and test. Repeat until you have most of what you need.
