Counter Strike Source working slow

Well hello everyone.You would think i am playing an old game but i really want to play it but got a problem.I Counter Strike Source and the maximum requirments also but still it gives very low frames.
PC SPECS-
Pentium D 820 @2.80 Ghz
2 GB DDR2 RAM
Nvidia GT 210 with latest drivers
Win 8.1 Pro
My friend got a core2duo laptop and it runs with maximum graphics with playable FPS

The GPU temp is about 35 to 37 degree C and cpu temp is also normal.
Tested on "Open Hardware Monitor"

Counterstrike source is a CPU based game. You will need a better cpu to run that game. Core 2 duo E8400-i7 4970. I am global elite in CSGO. Im a credible source when it comes to CS.

Is there any way to play it on GPU.I play MW 2 also it works better than that.

there is no way because all half life 2 engine games are CPU intensive. mw2 works better makes sense bc it uses gpu as well. My 4770k will play css with 500+ fps on igfx. (not to brag, just facts.)

go to video advanced settings and lower the details from high to low... apply the settings and restart the game
