Psu. What model is that EVGA? Rule of thumb, mostly, if warranty is 7yrs or more then it's decent. 5 yrs is so so and avoid 1 to 3yr units like the plague, especially with a graphics card requiring quite some power.
Yep your 12700K is running HOT....A simple 240mm AIO will do a stellar job, somthing like:FUI here is the temp when I stress cpu within 1 minute

my issue with cpu not GPUWait, are you actually currently running the 3060 with this PSU? That's very concerning, especially if you're trying to stress test it.
It's not surprising to see this cooler struggle.

Your temperatures are perfectly fine.
That is how Intel processors are designed to operate.
Changing to a better cooler will give the same temperature profile but with a slightly better performance.
Probably not enough to make such a change worth it.
What is the make/model of your case?
It needs adequate front air intake to feed the cooler as well as cool the motherboard vrm's and the graphics card.
A twin tower cooler replacement will cool slightly better and is the equivalent of a 240 aio without the aio issues.
The Tr peerless 140 or noctua NH-D15s are good examples.
