Question cpu always on 4000mhz

i have a ryzen 5 3600x in a x570 MoBo always runing at 4000mhz even on idle. any idea on why it's doing this and is it save or not?

As long as the voltage doesn't go past 1.35v, it should be save. try to update the bios to the latest, load optimized and enable xmp profile, save and exit, then upadate to the latest amd chipset driver from amd website, and reboot. make sure after reboot it uses amd ryzen balanced.
