Question CPU always throttling under load

I have a laptop with i5 10300H and its a very good CPU however it always seems to sit around 90 to 94 under full load and no matter what I do I cannot lower it. I've even tried sitting outside with it in winter weather with full fan speed with maybe a few degrees lower. It doesn't seem to affect gaming too much from what I notice maybe few lag spikes but I know its probably bad for the cpu.

and other than that the GPU seems completely fine. its an RTX 3050 as well

laptop CPUs will keep boosting up to 100C...there is limited space so cooling capability will impact boost frequency, some laptops will have it higher, some lower, all of them should be able to keep cpu not throttling below base clock

you can limit TDP, or undervolt to reduce heat
