CPU and GPU help

i recently built my computer to play mainly csgo and when I noticed that i had enough in my account to buy gta 5 I bought it my current cpu and gpu is an pentium g3258 and GTX 550 ti and it runs csgo fine and everything and I got gta 5 and can my computer run it if I overclock my cpu and run everything on low settings wh oh right now would be my best option because of money but if I have to should I upgrade to an amd processor

Your processor would struggle with GTA, as its only a dual core processor. Your GPU wont fair great either, but it might manage.
The best (and most likely cheapest) upgrade would be something like an i5 4460, as you get to keep your motherboard.

GTAV stutters like crazy on the 3258 when trying to load new textures and render gameplay at the same time.

Don't buy an AMD CPU. As Gam3r01 says, your best option is an i5 4xxx, which will drop into your existing motherboard.
