Question CPU and GPU under 50 percent usage when playing games, but still having lag spikes

When playing Rainbow Six Siege (and other games) I randomly have lag spikes not related to internet. I did a HWInfo scan and played a games and this is what it gave me. Going through it i noticed CPU is at 50%~ on all cores and spikes with the GPU. The video clock on the gpu also spikes going from 1395 to 1725. GPU Memory usage stays at 60 percent the whole time. The GPU PCIE +12V input power goes from 16v to 30v whenever it spikes. The GPU goes from 57 degrees to 68 and goes higher after the spike, then when it hits 78 it goes back down to 57. the internet things in HWInfo don't seem to be showing anything weird. The spikes occurred for me at around 6:48:03 6:48:38 6:49:36 6:50:09 (NOTE that these times aren't exact, as i had to tab out, then screenshot the time.)
