Question CPU at 100% always

I've been having this problem lately with my CPU. I have a i5 9600K, gtx 1080, 16 gb of 3000mhz ram, and water cooled. The issue is my CPU always runs at 80%+ and the processes are not games or apps. I've looked up a bunch of help guides but nothing works. I'm thinking about just resetting my computer.

Have you checked that even if not any games or apps are the culprit, it's not the System Interrupts process the one that is using that much cpu?

As that may indicate some kind of hardware failure.

in taskmanager, there is nothing running game wise, only the system

In the task manager you should be able to see which processes are putting your CPU under load. Under the Processes tab, click on the CPU column to sort by CPU % usage. The process or processes that are causing a problem should stand out quite clearly as they will display right at the top of the list.
