Question Cpu at 100% then goes down everytime I open task manager

Does cpu still run at 100% if Windows power plan is set to high performance so clock speeds remain higher? Not sure how quickly cpu speeds fluctuate based on activity but task manager ramping up cpu each time it's opened is probably normal.

Do a Malwarebytes scan and check task manager's process priority level.
 
I was thinking he was trying to say that opposite, that his CPU was at 100% and then when he'd OPEN task manager, it was dropping, which of course makes no sense. If it's just jumping UP TO 100% when you open task manager, and it's only doing so briefly, not for the entire time task manager is open, then that is not particularly unusual at all. If it's going to 100% CPU usage, ON ALL CORES (Not just on one or two) for the entire time task manager is open, then that is abnormal.

Oh ok, yeah it reads like that too i guess. There's plenty of other posts around about the issue of %100 cpu usage only decreasing if task manager is opened. Im wondering if they even bothered to check with another program.

This is what i thought the question might be similar to. We'll see when they return.
