[SOLVED] Cpu buzzing? Wont boot

I just built my second pc and i can't get it to boot. The white cpu light is on. Im using a 10400f on a z490-i msi unify. Im hearing a buzzing from the cpu area of the mobo (not the psu).I have all the cables plugged in and the displayport plugged into the gpu(1070). I've looked for bent pins on the motherboard but I can't see any. Also i have re seated the cpu at least 5 times. Tried ram in diffrent slots. Psu is rm 850 (overkill). Ram is ddr4 corsair domination platinum cl16 3200. I know the ram, gpu and psu all work as they were transferred over from my old build. The motherboard was brand new. Any tips?

the buzzing sound is maybe your fan (cpu never makes a single noise) did u reapply thermal paste after every reseating of the cpu?

Have it set up out side of the case. Its not the fans. I didn't reapply thermal paste ill try that next
