Question CPU choice for PC upgrade

Recently a friend started to look for new PC parts. In his case new means some second hand good component but this is irrelevant.

His old PC has an old 2nd gen XEON, 24GB of RAM and 1050 Ti.

For his new build he got a 2070 super, 16GB of RAM and Asus TUF X470 Plus Gaming.
He uses his PC primary for playing games such as: R6s, CS:GO, BF1, Apex, PUBG, Fortnine, LoL, Valorant, the Total War series, HOI4, civ 6 etc.
But also for some light video editing and photoshopping, and hosting servers on Mc and CS.

The last component he is looking for is a CPU and as he has a tight budget he is wondering between:
1. Ryzen 5 2600x + 16GB of ram + AIO 240mm (Comes around 400 BGN)
2. Ryzen 5 5600 + AIO 240mm (Around 480BGN)
3. Ryzen 7 5700x + 2 Arctic P12 PST fans for his cooler (480 BGN)

The current cooler he has is Gammaxx 400 with some 1200 rpm 4pin fan.

What I told him the first time I heard the 3 choices was that he should get the 3rd option as I think this cooler with 2 fans would be sufficient enough as he does not use a case for his PC. Even though the 2600x would most likely be sufficient for the 2070 super.

If possible can you share your thoughts just on the choices he can make, what is the best one?

Edit: About the first choice the CPU can also be a 2700x or 3600x besides 2600x as they are all very closely priced with around 20 BGN margins

As far as CPU choice, goes to say that the Ryzen 7 5700x is the best choice (the extra L1 and L2 cache are to be taken into account when gaming).

As for the other options, I thought you said your friend's already got 16 GB of ram.. I would focus on the CPU first and foremost nonetheless ( there is a big difference between the 2600x and 5700x)

His question is rather: Can I expect almost the same performance in games with this video card buying the cheapest option (margins of 5/10 % at most)?
I have already told him there would be some difference on games such as Valorant but in games such as Cyberpunk, Hogwarts Legacy the difference would be minimal.
